Only road stretches NVDB registers as under construction (phase A) on European, national, county and municipal roads. Planned roads are not covered (NVDB's planned phase is empty), so no record means nothing under construction within 5 km, not nothing planned.
A project is one road number in one kommune; NVDB has no project object, name or construction dates. nvdb_first_registered and nvdb_last_registered are when NVDB registered the stretches, not when work started or ends. Straight-line distance to the nearest stretch.
