contains_address true means the address point lies inside a belt that Statnett has secured by licence and expropriation under the Energy Act: no new building is allowed inside it, and ground work needs clearance from Statnett beforehand. It is a screening answer to verify with Statnett and the kommune, not a legal opinion; the parcel may be affected even when the address point is outside.
Only Statnett's transmission grid is covered. Regional and local distribution lines have their own clearance belts, which are not in this dataset; a missing zone is not proof that no line restriction applies.
