Estimated build time from start permit to completion, per building group (model)
Estimated months from igangsettingstillatelse to completion (MB, ferdigattest or tatt i bruk) per building group for a start next month, as p50 and p80 with survival and hazard curves, from a survival model fitted on the Matrikkel status history. An estimate, not a schedule.
Status right now
Measured 29 Oct 2026. This is about the section as a whole, not one address: an address outside coverage still gets “not covered”, never “no”.

Model and method
How many months does it take from start permit to a finished building here?
This is model metadata from the contract. Results are estimates, not observed source facts. Declared maturity and reference comparison do not establish that the current model release is approved or available to the customer.

Source terms and reuse

What this does not say
Quoted verbatim from the section’s warnings field, exactly as the API returns it. They are not translated: a translation would show something other than what your response actually contains.
- Estimate, not a schedule: how long comparable buildings have taken in Matrikkelen from igangsettingstillatelse (the start permit, not the day work begins) to the first of midlertidig brukstillatelse, ferdigattest or tatt i bruk. Kommuner register completion with different diligence, so long tails partly measure registration.
- The build_time_estimate model on the model platform: a Weibull accelerated-failure-time model fitted on right-censored build times (most recorded buildings are not finished yet, so a plain average would understate them), with building group, usable area, start quarter, the normal workable days of the six months from the start at the kommune's MET station, and the kommune's own level where it has at least 30 recorded buildings, else its fylke's, else the national one (stratum_level and stratum_code say which). One row per building group for a start next month; p50 and p80 are at the group's typical usable area (reference_bra_m2). survival[m-1] is the share still building after m months and hazard[m-1] the chance of finishing in month m for one still open after m-1, m = 1..48.
- The validation block is the release's held-out figures on buildings the fit did not see: Harrell's C and the Kaplan-Meier share finished by each building's own p50 and p80 (0.5 and 0.8 when calibrated). A release is only activated after it passes every gate.

4 of 18 fields are value fields — the ones that decide whether a record actually says anything. The rest are context: identifiers, codes and timestamps.
